Unit Rechartering

While people renew their annual membership individually, units must still recharter. Unit Renewal begins two months before the unit expiration date. Each year Cub Scout Packs, Scout BSA Troops, Venture Crews and Sea Scout Ships all across the BSA must complete the annual ‘re-charter’ process. This is when the unit leadership identifies the current members that will extend their membership for one more calendar year and to remove anyone that will no longer be Scouting with their unit. Most Transatlantic Council units have December recharter dates. For those units whose charters are fully submitted and paid for by November 30th, the Transatlantic Council will offer a small thank you gift to all of the youth members. The Packs will receive free pinewood derby cars for all the registered youth on their 2025 Charter and the Troops, Crews and Ships will receiving a TAC unit account credit good towards rank patches, uniform parts, custom TAC items etc. or even can be used towards event registrations!  Items will be sent directly to the Committee Chair of the unit upon confirmation of a preferred shipping address.

It’s time to recharter for the 2025 Scouting Year!

The national office is restructuring how membership is managed. As a part of this change, the 2024 ‘recharter season’ was the last year we asked units to renew all of their members as a whole. New members that join beyond August 1st 2023 will be joining the program for a 12 month period and will be managing their own renewal each year. 2023 was the last traditional recharter managed by the unit leadership to pay online in one bulk unit payment. For this year’s recharter cycle, the Unit Key 3 just has to verify the names on the roster are correct, and that renewing leaders have a valid Youth Protection Certification, and then pay the $100 charter processing fee.

SPECIAL NOTE FOR TROOPS IN THE COMBINED PILOT PROGRAM: For troops that are part of the Combined Troop Pilot and functioning as one unit, each Boy Troop and Girl Troop must renew their charters for the 2025 year. This is in case National BSA does not continue the Pilot Troop experiment as a membership option. The pilot troop would have to split back into its original units and membership, and the rechartering will ensure no loss in membership or advancement records.

Commissioner Recharter Assistance

The Transatlantic Council Commissioner Corps hosts virtual Office Hours to assist units with rechartering questions throughout the month of November. If you still need help, contact Council Commissioner Jeff Arter.

What can my unit do to prepare for chartering?  

  1. ASAP: run a YPT Report in my.Scouting.org to check if any leaders in your unit have YPT certifications that expire this year
  2. ASAP, and no later than Oct 31:
    • Any leader with an expiring YPT certifications should retake YPT.
    • Sort out your Key Three (COR, Committee Chair, and Unit Leader) so that they are in position to process and approve the recharter.
  3. Sept – Oct: process all your new applications immediately through your unit’s online registration portal.  The only exception would be adult applicants who do not have Social Security Numbers; these still need to be uploaded to the TAC File Share. Transfer applications should be processed through the Transfer Feature in your unit’s my.scouting account.
    Do NOT collect paper applications and expect to submit them with your recharter; this will cause long delays and frustration!
  4. Oct: Attend your District’s Roundtable to learn the latest news about recharter
  5. Oct 31: Complete collection of your unit’s annual dues. Finalize your 2025 scouting year roster.
  6. Nov 1 through Nov 30: Submit your recharter application through the recharter feature in Internet Advancement 2.0.

Recharter Incentives

For units that submit their recharter application by Nov 30, an incentive reward will offered. Rechartered Packs will receive one (1) free Pinewood Derby kit for every youth on their recharter application. Scouts BSA girl and boy Troops as well as Venturing Crews and Sea Scout Ships will receive a $3 credit per Scout on the TAC unit account for every youth on their recharter application. This can be used for any traditional TAC unit account purchase or for any TAC event registration the custodians of the account choose. All the more reason to get your paperwork in on time! Incentives for Cub Scout Packs will be shipped to them in early December.
