  World Jamboree and TAC

The World Jamboree is the premiere world scouting event. The 2007 World Jamboree will be at Hylands Park, just north of London near Chelmsford from 27 July to 8 August.  For many of our Scouters, it will be their best chance to participate or visit a World Jamboree, but the only time they can visit one while celebrating the 100th anniversary of the founding of the Scout movement.

There are 3 ways of participating
Day Visitor (on your own)
If you meet the eligibility requirements as a participant
Visiting while staying at a TAC organized campground and activity.

Staying at a Campground with other TAC Scouters    Participating with a UK Contingent in a "Join in Jamboree" (not actually being at the World Jamboree but participating is activities organized by a local UK Scouting district).

Day Visitor Tickets are now available for purchase on the World Jamboree Web Site. Please visit
www.thejamboree.org/dayvisitors if you wish to purchase tickets. Tickets cost  £20 (approx $40) for adults and  £15 for youth (14 and under)

Staying at a Campground
TAC Day Visitors

If there is a difference in fees between the written brochure and the website, the fees on the website are the ones that are to be used. It will be updated to reflect the current exchange rate.

The Transatlantic Council Day Visitors program is open to Cub Scouts, Boy Scouts, Venturers, and their families.  Mayflower District has arranged for camping spaces to be available at Skreens Park Campsite, less than 2 miles from the World Jamboree, for TAC Scouts, Scout Leaders, and families from 30 June 2007 to 5 August 2007.  Participants can choose to camp a combination of any of these nights. 

During previous World Jamborees the campsites close to the Jamboree site have been mini jamborees all to themselves.  This World Jamboree appears to be no different, with Spanish, German and Japanese scouts among those already confirmed to be camping at Skreens Park.

If that is not enough, Skreens Park will be hosting a Sunrise of Scouting ceremony on 1 August 2007 to celebrate the official 100 years since Baden Powell blew his first Kudu horn on the very first Scout campout.  The Sunrise of Scouting ceremonies will be taking place all over the world, as the sun reaches the horizon and a new century for Scouting dawns.

Participants will need to book their Day Visitor passes direct from the World Jamboree organisers.  For more on this see Part 2 Section 1.4.

You DO NOT have to camp at Skreens Park, or even sign up with the TAC Day Visitors Program to be a Day Visitor for the World Jamboree.  This program is here to help and encourage TAC scouts and their families to attend this great event.

PART 2: TAC Day Visitors

1. TAC Day Visitors

The first question you are going to want answered is: "What is a Day Visitor able to participate in at the World Jamboree?"  The short answer is, quite a bit! 

The World Jamboree has two types of activities, those that require a "ticket", or ticketed activities and those that do not require a "ticket", also called non-ticketed activities.  Ticketed activities include sailing, surfing, day visits to zoos, scuba diving, etc.  The non-ticketed activities include everything else.  These include lots of crafts, exciting games, exploring the Jamboree site and the World Village, showcasing different scouting organisations from around the world. 

Day Visitors also will be able to see the World Jamboree stage show, which is an excellent source of inspiration for Scouts and their Leaders.  As a bonus, the show is also entertaining.

1.1 Campsite Location

The TAC Day Visitors program will be held at Skreen's Park Scout Campsite at post code CM1 4NN.  For directions to the site please check:

There will also be the Skreen's Park Scout Campsite Staff on the premises.  Please be aware that they will not know your unit number, but can direct you to the Boy Scouts of America Staff HQ.  If you have a question or problem with the site please see a member of the BSA Staff first.  We will then liaise with the Skreen's Park Scout Campsite Staff to rectify any problems that may arise.

1.3 Registration & Fees

The deadline for registration is 1 June 2007.

The full cost of the TAC Day Visitor program is as follows:

"Per Person Registration (includes First Night Camping & Special Patch) - US$20.00/GB£10.00

"Per Person for each additional Night Camping - US$6.00/GB£3.00

The total cost per person is therefore the combination of the two.  For example, if a family of three wanted to arrive on the 31st July, stay for the Sunrise Ceremony on August 1st, attend the World Jamboree site on August 2nd and leave August 3rd, then the total cost in US Dollars is:

3 people x  registration @ $20.00 = $60.00

plus

3 people x (2 nights @ $6.00) = $36.00

Total = $96.00

A deposit of US$20.00/ GB£10.00 per person is required at the time of registration.  Registration is effective as at the date of receipt of the deposit.  Payment should be sent as a check.  UK Sterling checks should be made payable to "Mayflower District".  UK Sterling Checks should be sent to:

2. General Information

2.1 Traffic Control & Parking

There will be no parking allowed campsites.  All vehicles will be parked in a controlled area near the camp entrance.  Participants are asked to walk to the site and are expected to carry their equipment.  If you are travelling as a group, please car pool and arrange to have as few cars as possible remain at parking site.  There are limited numbers of hand carts available to carry heavy equipment.  The site is not very large so carrying equipment should not be a problem.

Transportation to/from the World Jamboree site is not included.

2.2 Food Service

Each person is responsible for bringing their own food for the duration of their stay and means of preparing it.  If you require assistance in providing a means of preparing your meals, please contact Luke Johnson to investigate alternatives.

A nearby Tesco supermarket will deliver food ordered online at www.tesco.com.  TAC Day Visitor Program staff may be available to receive food deliveries, however, please check before placing an order.

Chelmsford is a large town nearby with many restaurants and shops.  Additionally there are many good village pubs in the area around Skreens Park.

2.3 Emergency Contact

If a Pack/Troop/Crew is travelling as a unit to the TAC Day Visitors Program, they should arrange that one of them has access to a cell phone that is the primary point of contact in an emergency for their group. 

The emergency number for the TAC Day Visitors Program is +44 (0)7980 920 206.  This is only to be used in case of emergency.  Please ensure callers know the Pack/Troop/ Crew Number of the person for which they are calling.

2.4 First Aid

Persons should make their own First Aid arrangements as they require.  There will NOT be a TAC Day Visitors medic available at all times.

There are medic staff at the World Jamboree site and there is a Skreens Park First Aider at the camp.

2.5 Medical Forms

In case of serious injury or illness requiring emergency medical services or hospital treatment, a health history record and permission of a parent or guardian are required.  This form, known as a Class 1 & 2 medical form, must be accessible to the Unit Leader at all times.  A copy of the form to download is available at:

Please ensure you check that your medical insurance is valid for travel to the UK.

2.6 Fire & Ambulance Service

In the unlikely event that fire or ambulance services are needed, send a runner to the Staff HQ immediately so that an emergency call can be placed and the TAC Day Visitor Director notified immediately.

2.7 Tour Permit

All Packs/Troops/Crews that are travelling as unit, must file a tour permit with Transatlantic Council the same as for any other event in order to be covered underneath the Boy Scouts of America's Insurance.  Tour Permits with explanatory notes are available to download at:

2.8 Radios

Mayflower District use Motorola Personal Mobile Radios that were donated.  These are the same type as used by some of our units.  We therefore request that campers refrain from using the Camporee Staff designated channel and its sub-channels.  These are PMR channel 3 and all the related sub-channels.

We first used these radios at the Spring Camporee 2006 and found that some campers were using PMR's on the same channel as the Camporee Staff.  This interfered with Camporee Staff operations including communications with the medics which put camper's safety at risk.  We are reviewing the situation and hope this arrangement works as an alternative to a total ban on radios for campers.

3. Registration, Check-in and Check-out Procedures

3.1 Before the Event

All units attending should have registered using the email as set out in section 1.3.  Please advise the TAC Day Visitor Director, Luke Johnson, of any significant changes to these number.

3.2 On Arrival

Upon arrival at Skreens, look for a member of the TAC Day Visitor Program staff (in class A uniform and wearing a red "Mayflower Staff" hat).  The staffer will direct you to the TAC section of Skreens Park. 

The Staff HQ will be a prominently positioned and marked marquee at the campsite.  An adult should go inside to get a Camp Commissioner who will either lead you to your site or give you directions.

All fees for the event will be collected at check-in.  To assist the staff, it is preferable to pay with a check.  We prefer payment in UK Sterling with checks made payable to "Mayflower District".  US Dollar checks should be made payable to "Boy Scouts of America".  If your unit is travelling in multiple groups, please make everyone aware of this procedure.

3.3 Check-out Procedures

Each unit will receive a Check-out and Evaluation form at check-in.  During the weekend, please fill out this form so we can gather your feedback.  Camp Commissioners will have spare copies of this form.  After you have cleared your campsite, policed the area and cleaned up any fires, send someone to the Staff HQ to get a Commissioner.  When the Commissioner arrives, he/she will inspect your camp and then sign off on the Check-out and Evaluation form.  After the closing ceremony Sunday morning, bring your signed form to the Staff HQ.  At that time, you will receive patches for your unit.

4. Camping Guidelines

4.1 The Campgrounds

As members of the Boy Scouts of America, it is our obligation and responsibility to see that everyone respects and observes rules and regulations in this package and follows guidance provided by the Camporee Staff, Camp Commissioners and Skreens Park Campsite Staff.

4.2 Natural habitat

No trees, shrubs, or bushes will be cut within the campground or neighbouring areas.  Do not interfere with the area's wildlife and do not play in the streams or lakes within the campground.

4.3 Tent Ditching

There will be no tent ditching or other changes made to the ground contours to improve campsites.  Remember that proper pitching of tents does not require ditching.  Protect your tents by bringing sturdy ground cloths and protect your body by bringing foam pads or air mattresses for a good night's rest.  There are no picnic tables in the campground area.

4.4 Ground fires

Ground fires are not permitted on the campsite.  There will be very limited number of altar fires available for use, however these will likely be shared with other units.

4.5 Use of liquid fuel

The safety of our Scouts and Scouters must be the prime consideration in the use of liquid fuels.  The use of liquid fuels in lanterns and stoves is acceptable only if:

1)a knowledgeable adult provides supervision over the storage, transportation and usage of the fuel; and 

2)Scouts have been taught the safe and proper handling and usage of the fuel, stoves and lanterns.

4.6 Water

Water will be available at faucets throughout the campsite.  Some carrying of water will be required.  Canteens should be carried during the program on Saturday, as drinking water will not be readily available in all program areas.  Washing of dishes at the water points or in the bathrooms is prohibited.  These should be done in camp using the procedure set out in the Scout Handbook, Chapter 10.

4.7 Toilets

Toilets will be available at convenient areas throughout the Campsite.  Please respect them and keep them clean.  Do not place trash or soft drinks cans in the toilets.

4.8 Trash

Every unit should bring a supply of plastic trash bags to securely store their own trash.  Dumpsters will be available for general usage and units are expected to take their trash to these receptacles.

5. Site Rules

5.1 Scout Law

As in all Scouting activities, the Scout Oath and Law will be the Law of the Camporee.  Any individual who does not act as he should may be putting his unit's future privileges in jeopardy and putting the privilege of the Mayflower District to hold events on British Scout Camps at risk.  Units that do not comply with these rules may be asked to leave immediately.

5.2 Flames in Tents.

Cooking or lighting with open flames of any kind is not allowed in any tent.  Electric battery lanterns and flashlights are recommended.

5.3 Proper Uniform

BSA uniforms (Scout shirt and Scout Pants/Shorts with proper socks) should be worn for visits to the World Jamaboree Site.  Scouts are encouraged to wear scouting T-Shirts for the days activities.  No military garb or fatigues, including camouflage, should be worn. 

5.4 Discipline

Leaders will be responsible for the behaviour of their scouts at all times.  Adult leaders who are not helping in the events or watching troop sites, should circulate through the events in which their scouts are participating.  Radios, television, portable game devices, walkmans, discmans and other electronics should be left at home.

5.5 Quiet hours

All activities will be subject to quiet hours and lights out from 23h00 to 07h00.  Leaders in each Troop are responsible for enforcing these hours.

5.6 Knives

Sheath knives and knives with blades longer than 3 ½ inches are not allowed at the Camporee.  If any are found, they will be held for the remainder of the Camporee by a member of the Camporee Staff.

5.7 Alcoholic Beverages

No alcoholic beverages of any kind are allowed at the event, except those used for religious sacrament.  No adult or scout is permitted to use the Scouters Club on site.

5.8 Firearms

For safety reasons, firearms, pellet guns, BB guns, bow and arrows or slingshots of any kind are not allowed at the Camporee

5.9 Fireworks

Absolutely no fireworks are permitted.

5.10 Dogs

No dogs are permitted on the Campsite except those used as guide dogs for the blind or other aid for disabled campers.

5.11 Health and Safety

The rules in the preceding paragraphs are for your health and safety.  Please follow them and be careful.  The TAC Day Visitor Program Staff will be alert to safety hazards during the weekend.  Please assist in the elimination of hazards or reckless acts as they are observed or brought to your attention.

Hampshire County Jamboree

1. Purpose

The Hampshire County Jamboree is taking place at the same time as the World Scout Jamboree.  The Hampshire County Jamboree will have many of the same opportunities for Scouts and Venturers to enjoy a broad range of activities as a the World Jamboree.  It is also an international event, similar to Intercamp, with a predominantly British Scout Association participation, but also Scouts from around the world.  Transatlantic Council has been invited to send a contingent to this great event.

This option is open to Boy Scouts and Venturers from Transatlantic Council.  However, we will only be able to take youth female Venturers if an adult female leader volunteers to share in leading the contingent.  Registration is on an individual Scout/Venturer/Leader basis, but consideration will be given for Adult Leaders willing to volunteer who wish to bring multiple Scouts/Venturers from their unit.

It is important to note at this point that as part of the Hampshire County Jamboree, participants will be given the opportunity to take a day visit trip to the World Scout Jamboree.

1.1 Getting to the Contingent Meeting Point

The TAC Contingent for the Hampshire County Jamboree will meet at the Haywards Heath Guide Hall, near Gatwick Airport.  The cost and arrangements of travel to the Haywards Heath Guide Hall is for each participant to meet.

Haywards Heath is easily reached by:

"Flights to London Luton Airport and take a direct train to Haywards Heath;

"Flights to London Heathrow Airport and use the Piccadily and District subway lines to reach Victoria Station.  From there it is a direct train;

"Flights to London Gatwick Airport and take a direct train to Haywards Heath.

The Guide Hall is a short walk from the Haywards Heath train station.  Participants will be met at the station.

The whole contingent should meet at the Haywards Heath Guide Hall on Saturday 28 July 2007.

From the Haywards Heath Guide Hall the contingent travel to the Hampshire County Jamboree Site as a group on Sunday Morning, 29 July 2007.

1.2 Event Management

We are currently looking for four Adult Leaders to run the contingent.  These will be:

"One Scoutmaster;

"Two Assistant Scoutmasters; and,

"One Assistant Scoutmaster resident in the UK.
