The 58th "Scouters' Annual Conference" offers a variety of training sessions, information sharing and good Scouter fellowship which you won't want to miss. We are having the 2008 conference in Heidelberg to help reduce the travel and costs at least for some of our leaders as you also prepare to participate in Normandy. The focus of this year's conference is the unit volunteer. We will provide courses for new leaders or those taking over key positions next year. We also have courses for experienced leaders. For Commissioners we will offer the College of Commissioner's Science. The best part is always the fellowship shared with volunteers.

All adult volunteers who serve at the unit, community, district, and council levels are all encouraged to participate in this conference. Our conference opens on Friday at 8:30 a.m. at the Patrick Henry Village, Pavillion in Heidelberg.  

We look forward to welcoming and thank you for all you do on behalf of our youth.

Friday All Day Courses (Locations to be announced if not listed)
All courses start at 0900
College of Commissioner Science, Bachelors and Master Programs (PHV Pavillion)
These series of courses are for unit commissioners, roundtable commissioners, Assistant District Commissioners and all who want to learn more about Commissioner service and supporting unit operations. There are a series of seminars ranging from Centennial Quality Unit, to rechartering, to practical solutions to unit needs etc. You do not have to be a Commissioner to attend.

BALOO (Basic Adult Leader Outdoor Orientation)
This course is for Cub Scout Leaders especially Pack Outdoor Coordinators. It is a required course for Cub Camping programs including Packs that will be camping in Normandy. You will learn the basics needed to make your pack camping program a success and also the health and safety requirements that you need to keep in mind as you take your pack outdoors.

Trainer Development Conference
This course is for volunteers who wish to be "lead" trainers for their district training courses (with training chair permission) and for pack trainers. Even if you do not wish to lead a course, it is a wonderful day of learning and discussion on the BSA training method. It is a fun course, and leads to TAC Trainer Certification.

Learning For Life (PHV Pavillion)
Find out more about the in-school or after-school programs that provide character development, career enrichment programs for boys and girls from pre-K through High School. Over 2,000 youth in TAC benefit from this program, find out how it makes a difference in the lives of youth. The same course will be repeated on Saturday from 9 to 10.

Scoutmaster Conferences (PHV Pavillion)
Looking to get more out of the time that you spend with your Scouts. Come to this session! This important time with your Scouts is a key to mentorship and growth.

Model Den Meeting
Come and be a member of Den 1, and learn some hints on how to make your den meetings even better. Come and share some of your tips as well.

Courses 1030-1150
Boy Scout Advancement (PHV Pavillion)
Learn the basics and find out what can be done in "special" circumstances by joining us for a session on Boy Scout advancement. The Life to Eagle process will be discussed as well!!

The Risk Zone (PHV Pavillion)
This is a BSA course on how to be "safe." We will review the "Sweet 16" of safety! It is important ot be aware ot the safety guidance in place to support our youth and leaders.

A Model Pack Meeting
Join us for a pack meeting full of pizazz and fun. Bring your tips and tools that help to keep Cubs and parents amused, involved, and looking forward to this special meeting.

Wood Badge Lunch 1200-1330
Wood Badge the advanced adult training course of the Boy Scouts of America. The luncheon is pure Scouting fellowship organized by the staff of our 2008 Wood Badge course. We will have a great buffet and a fun time. This is part of your conference fee so join us (whether you have been to Wood Badge or still will go in the future).

Strategic Planning Meeting (until 1630) (PHV Pavillion)
The council is working on our 5 year plan. This is an opportunity to participate in shaping the future of our council in Membership, Program, and Finance.

Venturing for Scout Leaders (PHV Pavillion)
The Venturing Program works and can attract more youth to the values of the Boy Scouts of America, as well as to keep older youth active in our program. This course is for Boy Scout leaders who want to find out more about Venturing. You will see that Venturing can enhance a community scouting program!!

More Cub Scout Recognition
This course is about "other" awards and recognition that can be earned by Cub Scouts. Find out about segments and various BSA awards that can be earned by Cubs.

Courses 1500-1600
Leave No Trace (PHV Pavillion)
This BSA course presents our goal to leave a place better then when we found it, and how to minimize our impact on the environment.

Unit Finances
This session tackles different options for fund-raising, managing your unit's funds.

Making the Most of Your International Experience
Join this session to discover international activities where your unit can participate. There are a wealth of opportunities for our units to be a part of the World Scouting movement.

Annual Orientation for Commissioners 1600-1700 (PHV Pavillion)

Council Dinner Cruise
The exchange rate makes this a bit prohibitive as the minimum cost would be EUR 35 per person (can be an expensive family night out) We will present our James E. West Recognitions and you are our guests (EUR 25 limit though) for all Jame E. West members (past, and those who would like to contribute to our Endowment Fund)

We will be dining in the Hotel Zagreb in Schwetzingen, ordering off the menu. We will have a delicious buffet. The price is EUR 15 for adults, EUR 10 for children 5-10 and EUR 7,50 for children 2-4.  The dinner will start at 1830

 The address is Robert Bosch Str. 9 in Schwetzingen/Ottersheim

We will have directions at registration.

New Leader Essentials until 1100
This course reviews the aims, methods of Scouting and shows how each phase of Scouting supports the other and is age appropriate. This course is required to be a "trained" leader.

Safe Swim Defense/Safety Afloat until 1000 (PHV Pavillion)
Learn the basics of BSA water safety and how to safely prepare for aquatic activities.

Learning For Life (PHV Pavillion)
Find out more about the in-school or after-school programs that provide character development, career enrichment programs for boys and girls from pre-K through High School. Courses starting at 1030
Chartered Organization Representative Training (until 1150) PHV Pavillion
The Chartered Organization Representative has an important role as the liasion with the Chartered Organization. This training helps the COR and the Scouting community to work together to enhance support for our units and also explains the importance in providing a safe scouting program for youth.

Council Programs until 1150 PHV Pavillion
This session reviews the many programs offered by the council including Normandy, our camps, Klondike Derby, and Cub Scout Day Camp. We look forward to answering your questions about registration, event program etc.

Courses starting at 1100
Venturing, Cub Scout Leader, and Boy Scout Leader Specific
These sessions will start after New Leader's Essentials and will continue until 1545 in time for the Closing Court of Honor. These sessions are designed to train new leaders on their basic roles in Scouting. For Boy Scout Leaders, they will need to attend a Outdoor Leaders Seminar (offered by districts) to be considered fully trained. For Cub Scout Leaders, completing Fast Start, and Youth Protection (both on-line) certify you as a BSA "trained" leader.

12:00 - 13:30 Council Recognition Luncheon
We have a great buffet lunch prepared at the PHV Pavillion. We will recognize our 2007 Quality Districts, and volunteers who have earned training awards. Join us for fun and fellowship. This lunch is part of your conference fee.

INTRODUCTION TO COMMISSIONER SCIENCE (BCS 101) Your role as a commissioner and the  resources that are available.

UNIT CHARTER RENEWAL (BCS 102) The complete charter renewal process and the role the commissioner plays. 

THE COMMISSIONER AND THE DISTRICT (BCS 103) Working with your District Executive and the organizational structure of the District and Council.

UNIT VISITATIONS (BCS 104) How to prepare for unit visits, what to look for during the visit and after the visit actions to support your units.

PRACTICAL SOLUTIONS TO COMMON UNIT NEEDS (BCS 105) Assists the commissioners in their mission of helping units. Includes practical experience in problem solving.

A COMMISSIONER'S PRIORITIES (BCS 106) Get to know your units and their needs so you can prioritize your involvement. Also covers the Quality Unit Award.

EFFECTIVE ROUNDTABLE I (CUB & SCOUT) (BCS 108) Designed for Roundtable Commissioners and staff members. Covers basic roundtable ingredients, planning cycle and resources.

EFFECTIVE ROUNDTABLE II (CUB & SCOUT) (BCS 109) Designed for Roundtable Commissioners and staff members as a continuation of Effective Roundtable I with more in-depth material on all stages of the Roundtable.

WHAT WOULD YOU DO? (BCS 112) A group participation/discussion session on 10 fascinating situations that commissioners might encounter.

MASTER'S PROGRAM  All Day Friday and Saturday

NO LAPSE/NO DROP COMMITMENT (MCS 301) The group will explore why units lapse or drop and how to prevent it, how to develop a no-lapse/no-drop plan for a District, and why this is important.

COMMISSIONER LIFESAVING I AND II (MCS 303 & MCS 304) How do you save those units that look like they will not be able to serve a community any more? This course is designed to give you the skills to work to keep a program active serving a community.

JUST FOR ADCs (MCS 401) This is an advanced seminar designed for the Assistant District Commissioner that is new to the Transatlantic Council and is trying to build a Unit Commissioner staff; or trying to improve the quality of unit service being provided within the community and supported by the district and council.

RECRUITING NEW COMMISSIONERS (MCS 402) This bread-and-butter session for all administrative commissioners covers all the steps of recruiting commissioners, group recruiting techniques and sources of prospects.

ORIENTING AND TRAINING COMMISSIONERS (MCS 403) A session for all administrative commissioners that covers all aspects of commissioner training and training recognition.

ADVANCED ROUNDTABLE LEADERSHIP (MCS 404) An advanced seminar for Roundtable commissioners (not staff) and other administrative commissioners.

HOW TO REMOVE A VOLUNTEER (MCS 407) An open discussion of a topic only recently put in print. The session provides a variety of practical guidelines on this sensitive topic.

THE COMMISSIONER LEADER'S TOP TEN LIST (MCS 408) Today everyone has their top 10 list. This group will explore a top 10 list to guarantee good commissioner service. 

DOCTORATE PROGRAM

(This program is offered by request and the availability of mentors) 

SELECTING A THESIS/RESEARCH PROJECT TOPIC (DCS 601) This session introduces the participants to the thesis project, discusses what constitutes a good thesis or research topic, and helps them select their general thesis topic.

LIMITING THE SCOPE OF THE TOPIC/DEVELOPING YOUR THESIS OUTLINE (DCS 602/603) Participants receive help in reducing the thesis topic to workable size and ideas for thesis/research, and how to prepare an outline.

PREVENTING COMMISSIONER BURNOUT (DCS 610) "I can't do this scouting thing one more day. I'm sick of it." Have you said this a lot lately? If so, you need this session. Learn to recognize signs of burnout in yourself and others. Also includes time management techniques. Let's keep scouting fun and healthy for all volunteers.

CONSIDER YOUR SPOUSE AND FAMILY (DCS 611) Suggests ways to enhance family relations and resolve family conflicts regarding Scouting. Discusses how commissioners' spouses can receive recognition from Scouting.

 Important Information 

CONFERENCE REGISTRATION 

There is a TAC Conference Fee of $ 60.00 for each person registering and attending the Conference. This fee covers a Conference patch, coffee breaks, two lunches, refreshments, session handouts and council administrative costs.

If you are just attending for one day the fees are as follows:

Friday only: $35.00 (lunch provided)
Saturday only: $35.00 (lunch provided)

The Friday night dinner is optional and not included in the fee.

Hotels
There is a wide range of hotels available through on-line searches in the Heidelberg, Schwetzingen area. There is a military guest house on Patrick Henry Village.

GETTING TO Patrick Henry Village
Patrick Henry Village is on the German Autobahn A-5, (Karlsruhe, Heidelberg, Frankfurt) Take the Schwetizgen Exit (between Walldorf and the A 656 Interchange)   At this exit there will be signs for Patrick Henry Village.  The traffic is routed through the commissary.  Upon exiting the commissary you will make a left turn and then a right turn on to the primary road. 

The Pavillion is located off the primary road past Burger King (turn left), past the Military Police Station, on the left side (or if you go near billeting/bowling alley, it will be on your right).

Make the second left and follow road to parking lot of Scout center.

For the Middle School, that is the school that you see immediately after you pass the gate.

If you need to be signed on the base please call your DE. There is limited cell phone coverage so it is good to register and we will also have folks on standby to sign you in.

Non-Conferees are welcome to join us for lunch on Friday and Saturday at the price of $17.50 per lunch. ($35.00 for both days)
